Note that at this point in the game, it's easy to mess up and disable some optional quests worth good experience points, so make sure that you start by talking to one of the peasants (no one else!) and you will activate a new story quest called The Walls Have Ears. He buys you some time so that you can question people and get more information on which to base a decision.
Start forward and there's another scene, this one featuring Iorveth.
